Analysis of Impediments to Fair Housing Choice

Notice is hereby given that on Wednesday, December 7, 2011 a draft Analysis of Impediments to Fair Housing Choice (AI), which includes a plan of action for addressing those impediments, will be available for review. The AI, which was funded by Baltimore City and Anne Arundel, Baltimore, Harford and Howard Counties, includes a Regional Section, as well as a Local Section for each of the jurisdictions listed above. Baltimore City’s Local AI is available here for download . The Regional AI is available here for download. Copies of all Local AIs and the Regional AI will also be made available at the Enoch Pratt Free Library, 400 Cathedral Street, Maryland Room, Baltimore, MD 21201.

The public will have an opportunity to submit written comments until close of business on Wednesday, February 1, 2012. Draft Annual Action Plan (AAP) for City fiscal year (CFY) 2018

The Baltimore City Department of Housing and Community Development will conduct a public hearing on Wednesday, May 24, 2017 at 6:00 p.m. in the Board of Estimates Room, City Hall, 100 N. Holliday Street. The purpose of this hearing is to provide an opportunity for the public to comment on the draft Annual Action Plan (AAP) for City fiscal year (CFY) 2018. The draft Plan serves as the application for funding to be received through four federal formula grant programs – Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grant (ESG) and Housing Opportunities for Person With AIDS (HOPWA). Activities contained in this draft document are in support of the strategies outlined in the City’s five-year Consolidated Plan of July 2015. The draft Plan and Summary specify the activities on which federal resources are projected to be spent during the program year beginning July 1, 2017.

The Annual Action Plan serves as the required annual application to the U.S. Department of Housing and Urban Development (HUD) for four federal formula grant programs: – Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grant (ESG) and Housing Opportunities for Person With AIDS (HOPWA). Activities contained in this document are in support of the strategies outlined in the City’s five-year Consolidated Plan of July 2015. The Annual Action Plan specifies the activities on which federal resources will be spent during the program year beginning July 1, 2016.

The Annual Action Plan for CFY 2017 was submitted and approved by HUD in September 2016.

Draft Consolidated Annual Performance and Evaluation Report (CAPER)

A draft Consolidated Annual Performance and Evaluation Report (CAPER) has been released for public review and comment. Written comments on the draft CAPER will be accepted until 4:30 in the afternoon of September 27, 2016. A summary of comments received and responses to comments will be submitted to HUD as part of the final document. Questions and comments concerning the draft CAPER should be directed to Steve Janes at 410-396-4051 or by e-mail at steve.janes@baltimorecity.gov.

5-year Consolidated Plan

The final 5-year Consolidated Plan as submitted to HUD marks a new 5-year plan for the period 2015-2020. The Federal Fiscal Year (FFY) 2015/City Fiscal Year (CFY) 2016 Annual Action Plan marks the first year of this five year Consolidated Plan. The Annual Action Plan identifies the activities to be undertaken during the fiscal year beginning July 1, 2015.

Release of CFY 2015 CAPER

The City of Baltimore will release on October 9, 2015 a draft Consolidated Annual Performance and Evaluation Report (CAPER) for the federally funded Emergency Solutions Grants (ESG), Housing Opportunities for Persons With AIDS (HOPWA), HOME Investment Partnership (HOME) and Community Development Block Grant (CDBG) programs. The draft CAPER covers City Fiscal Year 2015 activities – July 1, 2014 through June 30, 2015. The report identifies financial resources received through the ESG, HOPWA, HOME, CDBG programs; describes activities funded through these programs and their relationship to community development objectives; and assesses the City’s success in meeting goals contained in the Consolidated Plan that was in force between July 2010 and June 2015. Following the public comment period the CAPER will be submitted to the U.S. Department of Housing and Urban Development (HUD) on or about October 30, 2015.

The draft report will be available for review and comment at 417 E. Fayette Street, Room 1101 and on the Baltimore Housing website – www.baltimorehousing.org – in the Plans and Reports section found in the top center of the home page.
